City of Gastonia, North Carolina

Water & Wastewater Rate Study - Mr. Parker and Mr. McClung recently completed Water and Wastewater Rate Study and a System Expansion Fee Study for the City of Gastonia, NC. The City provides utility services to both residential and nonresidential customers within the City limits and surrounding unincorporated areas.  The City also provides wholesale water and wastewater service to several other municipalities within close proximity.  In recent years, the City has experienced a changing customer base through significant residential growth and the loss of numerous larger industrial customers.  The changing customer base coupled with drought conditions and pressure from the state for all public utility systems to improve on water conservation efforts resulted in the need for a comprehensive rate review and analysis.  The City commissioned UAN to perform a rate and system expansion fee study due to the firm’s southeast-specific experience and particularly the experience Mr. Parker has had with developing water conservation rates in Florida.  Mr. Parker and Mr. McClung continue to provide the City with ongoing financial consulting services relating to rates, fees and charges.
