Water & Wastewater Rate Study
Mr. Parker is currently in the
process of completing a comprehensive water and wastewater rate study
for the City. It had been a significant number of years since the City
had commissioned a formal rate study and reviewed its rate structure.
Upon preliminary review, UAN identified a number of concerns with the
existing rate structure that caused inequities to certain customer
classes. As such, the City requested that UAN perform a rate analysis
and revise the rate structure to be more equitable and consistent with
modern industry standards. Such revisions included establishing
meter-based rates for both water and wastewater services, eliminating
the minimum usage allowance in the monthly base charges, and moving
toward a volumetric rate structure that encourages water conservation
efforts. In addition to proposing such rate structure changes, Mr.
Parker established a 5-year phasing approach so as to mitigate the rate
shock impacts on certain customer groups.
