Water & Wastewater Rate Studies &
Revenue Bond Issues – UAN Principals, Mr. McClung
and Mr. Parker have been providing water and wastewater rate and bond
consulting services to the Town of Mooresville since 1999. The Town
provides water and wastewater service to customers inside and outside the
Town’s corporate boundaries. The Town is in close proximity to Charlotte, NC
and is directly affected by Charlotte’s rapid growth. Prior studies
recommended that the Town revise its water rates to assess a minimum monthly
charge by meter size as opposed to a single fee for all meter sizes to more
fairly and equitably recover its costs of operations. A five-year projection
of revenues and expenses were also developed for the Town to use as a
planning tool in determining the timing of planned capital improvement
projects and the required water and wastewater rate increases to fund those
projects. In conjunction with these rate studies, members of UAN have also
developed Bond Feasibility Reports for inclusion into bond official
statements regarding the issuance of a combined amount of approximately
$92.5 million in revenue bonds (Series 2003, Series 2005, Series 2010A and
Series 2010B). UAN continues to provide the Town with annual updates to the
water and sewer system rate study given the continual changes in the
financial market and its impact of customer and flow growth.
